What is a zona tensionada (rent-stress zone)?+

A zona de mercat residencial tensionat is a municipality the Generalitat de Catalunya has declared a tense residential market under Spain's 2023 housing law (Llei 12/2023). In these areas long-term rents are capped by an official reference index. 271 of Catalonia's 947 municipalities are currently declared, via Resolucions TER/800/2024 and TER/2408/2024.

How does rent control affect me as a buyer?+

If you plan to let the property long-term, the rent you can legally charge is capped by the reference index — which limits the yield. If you're buying it as your own home, the cap doesn't restrict you. Either way it signals a high-demand area, and tourist-licence (HUT) rules tend to be tighter in these zones.
