Catalonia has declared 271 of its 947 municipalities a zona de mercat residencial tensionatunder Spain’s 2023 housing law. In those towns, new-lease rents are capped — at the previous updated rent and, for large holders, by an official reference index — a material constraint if you’re buying to let, and a signal of where demand is hottest.

What is a zona tensionada (rent-stress zone)?+

A zona de mercat residencial tensionat is a municipality the Generalitat de Catalunya has declared a tense residential market under Spain's housing law (Llei 12/2023). In these areas the rent on a new long-term lease is capped: at the previous contract's updated rent and, for large holders or homes not recently let, by an official reference index (índex de referència). 271 of Catalonia's 947 municipalities are currently declared, via Resolucions TER/800/2024 and TER/2408/2024.

How does rent control affect me as a buyer?+

If you plan to let the property out long-term, the rent you can legally charge is capped — which limits the yield. It also signals a high-demand area. If you're buying it as your own home, the rent cap doesn't restrict you, but tourist-licence rules are typically tighter in these zones too.

Is Barcelona rent-controlled?+

Yes — the city of Barcelona is a declared zona tensionada, along with most of its metropolitan area and large parts of the coast (Maresme, Costa Brava, Costa Daurada). You can check any specific municipality with the tool above.
